Yes they should be responsible.There are 4,400 teen commit suicide every year.

There is a black or white logical fallacy here, that is too easy to spot, social media may play some part in this, but is by no means 100% responsible, therefore putting yes would just be, well, kind of stupid unless the question is changed to something along the lines of 'does social media play a part in teen suicide or cyberbullying?', but until that is the question, no is my answer.

It makes sense because it is the only way for a person to utterly humiliate someone and it is in front of everyone.

Social media sites are designed for friends to connect to each other in cases where they wouldn't be able to otherwise. How the users use it to interact with each other is their own choice, it is not the website's fault.
