I'm trying to figure out how this will work in practice.... Does the DA essentially pick a mayor now and clean out non-performing people in municipalities?

In absence of a majority government and the EFF rejecting a coalition JHB will be managed as a swing municipality.... Effectively each party will get to vote on all major decisions. The EFF have stated that they will follow the DA in voting going forward... However one of the major stumbling blocks to the coalition discussions between the two was the EFFs disapproval of the DA candidate for Jozi..... The DA wouldn't budge on this point and they will offer the same candidate for mayor which will effectively be the first vote where the EFF swing influence will be tested.... Will be interesting to see how it plays out

Yeah I think that one of the potential issues is that there is going to start to be grandstanding and jockeying for attention e.g. Provincial government may not want to give municipalities the funds that they need because they want to sabotage outcomes of another party
