It was the first qualified success in peace efforts between the government and insurgents. Muhammad Hanif Atmar, the leader of the Afghan National Security Council who signed on the government’s behalf, called on the Taliban to follow suit.

I feel all the blame cannot be put on them. If the world would leave them to themselves for a while maybe there can be peace. There is always a superpower knocking at their door offering them money and weapons and asking for help.

To be formalized, the agreement must be signed by President Ashraf Ghani and Hekamtyar; Atmar said it would happen"as soon as possible."

Afghan officials have finalized a peace agreement with controversial warlord Gulbuddin Hekmatyar, leader of the militant group Hezb-i-Islami. The government hopes the deal will spur other insurgents to follow suit.

The deal, signed on live television on Thursday, grants full political rights to his Hezb-i-Islami Gulbuddin party and obliges the Afghan authorities to work to have it removed from the United Nations' list of foreign terrorist organizations.
